If you have funds in the paypal account and there is an ebay ruling against the seller, I can see they can grab that.
But if you remove the paypal funds to your bank account, i very much doubt they can get to that by any means.
Freeze and suspend yeh, but if you wanted to use them again, just start a new account.
I know of a guy who did this when he got whacked by a buyer who claimed wrong description and got all his money back and kept item.
