How does one put half moon key burr pin into the E brake lever to keep it in place?

That toggle lever shaft goes through the brake backing plate, then there is a return spring that goes over the shaft, then the key goes into the slot and the e-brake actuating arm then slides on and the key holds it from rotating. A bolt secures it in place. Getting that spring in place can be a chore. Others have made their own special tool for installing the spring.

The actuating arms are handed, left and right. I believe they are marked.

Some sticky grease will keep it in place while you assemble. Here is a photo of the tool I made to put the spring on.
