My father just picked up a barn find 1947 two door sedan. The passengers door handle will not turn and a key won't turn in it either. Something seems stuck and he can't open the door. Any advice ?

Try, if you can get at the inside door handle, turning it in the opposite direction to unlock.

Stuck door latches can be opened with a screw driver in the door jam. Makes it easier to work on the door with open. Look into buying some Kroil
 
It could be that the lock mechanism is broken and has jammed the latch. The lock moves a small diecast piece up and down to lock and unlock the door. If the diecast piece breaks it can jam the latch. That maybe why your key will not move the lock. Your only option in that case is to remove the door panel and disassemble the inside handle ,remove the outside handle, and remove the latch.
