What is the best way to restore these hubcaps (see attached photo) for:

1) Rust Removal.
2) White paint restoration.
3) Stainless steel shine.
4) Dent removal.

Thanks

If you have a "chrome plating business" in your area, you could have
them look at the caps and see if the rust can be polished out, so they
can be re-plated.
If the rust is too deep, and would require multiple coats of copper to
fill in the pits, it would Not be cost effective.

Same caps on my '59 Ford. Mine had some surface rust, I gave them a dip in citric acid for a couple of days. The rust wiped off easily. My paint is a little better than yours and I'm leaving it as. Try a soft polish like Noxon to shine them up. For dents I like to use something like phenolic and a small hammer to gently knock any dents out of them. Protect the face of the hubcaps no matter what method you like.
