Disassembling Side Mount Spare Bracket

My ’31 Panel Delivery has a side mounted spare. Typical of factory installed brackets, the base is riveted to the frame rail. The bar is threaded where it comes through the frame and there is a castle nut and cotter pin inside the frame rail, leading me to believe the bar is removable from the base. Separating the bar from the base would make cleaning and painting easier. Has anyone taken them apart?

Remove the cotter pin and nut. The bar is tappered like a rear axle and may need some penetrating oil to loosen it. I should pull right out.

STOP!!!!!!!! Put a few ***** marks in the arm and base so you can reinstall it in the proper place.
