The only thing I can suggest is to take both valves to your local hardware store and have them check the thread size and pitch to make sure they are the same. The new valve looks like it has 6 threads and the old valve looks to have 7 but it's hard to be sure by looking at the picture. Also check the new valve for burs or abnormalities in the threads.

I believe only the 30/31 shutoff valve style is being reproduced currently. The old shutoff valve on the top in the picture is an earlier style valve. Your vehicle appears to be a 28/29. The newer repro valve should fit all model A gas tanks though no technically correct, so something must be wrong with the new valve. I would advise you to order a small screen that is made to fit in shutoff valve input side inside the gas tank. Good luck with the job.

A tapered thread. The threads on the valve are too large in diameter or the hole in the tank it too small. You can buy tap and die sets for the tapered pipe threads. Some Teflon tape will act as a lubricant and sealer.

It may also be that the threads on the valve are straight threads, used in Europe. If that is the case, a pipe die will make it right.

I had the same problem about 15 or 20 years ago. I ended up using the repair kit and it solved the problem for all these years.
