Cowl Heights

I am attempting to build a 28-29 closed cab truck from a cut down. AS nearly as I can tell it started out life as a 29 panel delivery but was beyond hope of returning to that from where it was when I go it. I have gotten the cab parts and the metal structure for the bottom and now it appears that the cowl is shorter by about 1 1/2 to 2 inches. The doors hit low and the top of the windshield also appears to be low, Any information and help would be appreciated.
