Cowl Brace for 28 - 29 Roadster

A fellow club member sent me the following:
I purchased this on Ebay with the understanding that this is the correct brace piece for a 28 - 29 roadster. I am unsure what this brace fits to. What are the round cups on the ends for?
Please see attachment. Is it the correct brace? Any help would be well appreciated.

It appears to be the piece across the top of the cowl that the gas tank fastens to. Not sure what the cups were added for.

Not the best picture for a good, positive ID, but appears to be the the brace which goes over the top of the gas tank to tie the cowl posts together. Pretty sure the round cups are "add-ons" - perhaps signal lights or such.
