Correct Fender Bracket Bolts?????

I have the late style stamped steel brackets with the middle boss raised. I need a total 2 short bolts and 1 long bolt for each side.

From the hardware guide I am interpreting that I should be using a 3/8"-24 x 15/16" long bolt for the short one.
The long one should be 1 7/32" long.

I am measuring from the base of the bolt head not the whole length.

When I put the bolts in the bracket the long bolt comes out shorter.
The bolt length seems to be too long. Quite a bit of threads, almost a bolts head width worth, would be exposed.

The notes in the hardware guide seem to indicate that the 15/16" bolts were used mid-31 to end. None of the long bolts indicate that they should be used mid-31 to end.

Of course it does not help that I do not have a good selection of correct bolts in the size ranges I would need.

If someone could please tell me what I should be using I would appreciate it.
Please also tell me if your measurements are overall length of the bolt or just the shank.

Thanks!

Fasteners are always measured from the head as it relates to the clamping surface. That means under the head when the head is on top of that surface or the O.D. of the head on a countersunk fastener.

There may be an error in the parts books on the bolt length for the long bolt used in '31. The short bolt length is accurate as written. I would expect the long bolt to protrude similar to the others.
