Column Drop to tube holes alignment??

I didn't do a very good job paying attention to the alignment when I disassembled my column.

There are two holes(small squared off oval and a large fully circular oval) on the tube where the column drop aligns. Which side should be toward the dash/locking mechanism side?

This is on a '39 pickup.

Small hole side...

The column locking plunger is bigger than the pinch bolt. I put the big hole on top.
