cleaning a block on the inside

Not only around the rear cylinders. Down in the pan rail area, the water jacket forms a steep-sided V which is a real trap. Every pic I've seen where a block has been cut in cross-section has a couple of inches of compacted casting sand and crud down in the V.
 
How about Redi-strip. They strip it to bare metal and can get everything but hard carbon deposits. I think they use caustic material that is not acid. They do a lot of big diesels,so so they don't they damage the engine. There are not many due to EPA. Closest to me is Indianapolis, about 100 miles.

If you ever clean one out I think you will be shocked at the amount of material that comes out!
