Carburetor Identification Question

I have a 25 T with what appears to be a Holley NH Carb (carb ID Plate is gone) but there are 2 features i don't see on pictures of other T carbs:
1) Some sort of coil spring mounted in the manifold side of carb
2) An extra plate behind the choke plate that is free swinging
in the picture I have removed the choke plate to see this 2nd plate.
(is that an air valve and this is actually a Kingston carb?)

Is this a Holley NH and what are these 2 items?

Thanks, looked up Wizard carbs and I see they are Holley NH Straight through carbs with the flapper valve added to improve Idle and low rpm. That makes sense as I can see straight through this carb.

When I pulled this carb the "flapper" was just laying loose in the carb. Someone must have pulled out the screw with the axle for the flapper and re-inserted it missing the hole in the flapper. Hoping that was most of my problem. Ordered a new float valve and seat to hopefully help with gas leaking.

What is the coil spring on the output side for? Another modification to improve idle?
