Is there some kind of spring that should be attached to the lever on the choke slide to keep it in the down position, or to spring it back to the close position? was just wondering because of the little hole i marked with a red circle in the picture.

Someone will correct me if I'm wrong, but the only thing I have ever seen attached there is a "coat hanger" wire going forward and out the front of the car so that it can be hand choked while hand cranking the engine.

The GAV / Choke rod has a spring on it between the bottom sleeve part and the firewall. This keeps the choke from accidently rattling shut, along with the fact that it would need to rattle up as down is no choke.

Randini509 is right the tab on the choke lever is for a wire to run out to the front so it could be choked by the one hand cranking it. This was actually added after the A was in production, the very early carbs do not have the tab for the choke wire.
