You can even put a trunk back there since you don't have a rear spare...

They came with bumperettes and a rear mounted bare rim.

Accessories were the rubber tire to go on that rear rim....

Upgrade to side mount spares and plug the holes in the rear where the spare carrier used to be

Upgrade to a full bumper in the rear.

So, yes. The bumperettes came with cars with spares because they had spares on the back. From there, everything else was an upgrade. You could leave the full rear bumper on the back and get the same kind of bumper for the front.

You can also get an accessory connector that goes between the two bumperettes, but this is not a Ford accessory to my knowledge.

Although, I have never heard of it, it is not impossible that FORD put that '29 bumper, on the front. At the beginning of each year model, FORD used up all existing stock. They did not junk it. Perhaps, one plant had an excess stock of '29 bumpers.
More than likely, though, the bumper got changed, sometime during it's life.
That is the standard '30-'31 front bumper, on your rear.
Those "eyebrow" fenders were only used in January of 1930 and are quite rare.
