For fifteen bucks, give us some color photo's of a finished pump and a projected cost of all materials to complete your design. Sounds like a scam to me.
 
You can google "Antique Gas Pump Plans" and find the same thing. Some Companies even offer hardware and electrical kits for lighting the globe. Plan prices seem to range from $6.95-$20.00. If you look long enough, you may find a free set at a woodworkers website.
