I have acquired an nov.29 engine block said block has number stamped on rear of block under the throttle assembly, I have never seen this before does anyone have any idea as to the purpose

What is the number and letters if any?

And NO...have no information.

Could be an engine rebuild number. If the engine was going back into the same car it came out of it would be a way to identify it without changing the serial number.

that number should read 1009 with a 4 centered just below
