B Block Oil Presure

Another possibility for your symptom of too high initial oil pressure, then low: If a hole was not punched in the valve cover gasket to allow your plumbed pressure to get to the oil galley in the side of the block, then the oil pressure will make its own opening in the gasket. You wouldn't be the first one...

Update:
Finally got the 6.1 head from Snyder's ( my procrastination) and have it installed. Installed the Burns single down draft manifold with Stromberg 94 carb. Installed and did the initial timing on the Mallory dual point distributor. Started almost immediately and the oil pressure went up over 80 lb.. I've shut it off and covered it for the day because of the rain. Will go back at it tomorrow or the next day and do the fine tuning and pressure adjustment. I think Jim Brierley probably had it correct in that I wasn't getting the motor to turn over fast enough. I also lapped the side cover and double gasketed it to be sure there was no by-passing into the valve chamber. Hope my experience and the numerious suggestions I received help others that may encounter a similar problem. With much gratitude, Thanks.
