Are these '39 Ford Side Panels ? ?

[FatFndr]

I bought these as '39 Ford Standard side panels and was told they fit between the radiator and fender to direct air from the radiator across the engine. They don't look like they fit my '39 Standard. Anybody have any idea what they are? They are not stamped with Ford or any other manufacture identification.

I don't have anything that looks like that on my 39 STD
