Any recommendations for a basic test meter?

My neighbor has the Snap On Multimeter shown in the link below. It only cost $900.00 + dpllars and it is made in Korea. We compared my free Harbor Freight digital meter against his testing a 12 volt battery and we both got the same exact reading....
