That photo was taken in 1932 and shows the city of Visby (Sweden) first police car. The custom built Ford Model A (very similar to the US made Deluxe Pickup) was photographed outside of the Siltberg's car dealership on Kung Magnus väg in Visby, Sweden.
Here is a clearer copy of that photo where you can better see the police officer seated in the driver's seat and the police "STOP" light on the roof of the vehicle. Note also the trafficators and non-Ford cowl lights and Sportlite:
So was that custom body possibly manufactured in Germany? I note the 1930 style radiator shell though the photo was taken in 1932 when the vehicle was new......and also what looks to be a horn made by HELLA (note the extra long neck on the horn) .....and possibly BOSCH/Ford headlight lenses......? Note also how the bed rails wrap completely around the rear of the bed.
