generator is good, cutout is good, ammeter shows discharge on lights and horn but doesn't show charge on generator, tried everything, new thought, if one of ammeter connections either in terminal box or at ammeter is loose or disconnected, would ammeter still show discharge but not charge. Thanks for help before I lose it, tried everything else. Any help appreciated.

The ammeter reads current flow. It has to be a complete circuit to indicate properly. I've tested them with a battery and a load to insure discharge movement. It can be put in line with a battery charger power connection on a low charge state battery. It should indicate a charge but it may have to be placed in line to replace the ammeter on the charger to get a better reading. This would require taking the cover off the charger to gain access. It might be easier to just swap the leads when testing for discharge. Swapping the leads on the back of the ammeter will indicate an opposite reading of what the meter read the other way around. You can't hurt the meter unless the amps are too high for it's indicated maximum amp rate. In other words, don't try to read 100-amps on 20-amp meter.
