Adjusting brakes

There seems to be at least a couple of different brake adjusting methods. Here's
a quick summary of two:
1. a. adjust rods so clevis pin slips in with brakes locked with adjuster.
b. back off adjuster till brakes are drag free.
c. further adjustments done with adjuster

2. a. lock up brakes with adjuster, back off adjuster till drag free.
b. adjust rods so clevis pin slips in.
c. further adjustments done with adjuster.

The main difference between the two is that with one the rods are adjusted while the brakes are lock and with the other the brakes are drag free when adjusting the rods.
What are your thoughts ?

You'll get several opinions on this.

I use a modified version of your #2.
I make sure the center shaft is vertical. Then as your #2, almost. I believe in the adjustment board and use the rods to accomplish even braking. I road test and if adjustment is needed I still use the rod length to do that. This takes a lot of time. Once I'm happy then further adjustments when needed are done with the adjuster wedge.
