Well, I went down into my
COBWEB CORNER ...

... looking for info and found the 1954 FORD SPECIFICATION booklet. No mention of a measurement given.
It seems this practice was possibly limited to the 1951-1954 FM. FORD built these years in a partnership with BW and started to come out of that agreement in 1954. FORD changed many things on the trans series beginning in 1955, including the initial adjustment of the TV ROD.
This adjustment is meant for only if one changes the idle speed on the engine (or component R&R as in your case) and linkage adjustment change there will interfere with the TV (throttle valve) adj. This initial setting is to get the linkages all into the ballpark and and final adjustment(s) are done with a pressure gauge attached. The 1955/ adj procedure is much simpler as in it doesn't require a FORD SPECIAL SERVICE TOOL..
FORD had to have a separate TRANS SHOP MANUAL for the first FM SERIES (1951-1954). The ones I have seen start in 1955.
And don't forget, the 1954 and 1953 manuals are only supplements to the 1952 manual. I also have those.
There is (was) a FORD dedicated TRANS FORUM but it seems to be not very used in recent years. Let me make a post over there and I will link it here for you to follow.
I am seventy-four years of age and still learn something everyday here ...
EDIT -
Here is the link to that post -
