64 galaxie fuel gauge

I’m out of ideas to figure out this fuel gauge issue. Need help!I have a new tank and sending unit,actually two sending units. I have power to the sending unit (pulsing power). If I short the wire the gauge goes to full. The temp gauge works. I took a second sending unit grounded it and hooked up the wire. When I lift the float to the full position it shows a bit below 3/4. When I go to 1/2 way with the float it goes to empty. Any one ever run into this? Any ideas would be appreciated
