63/64 Galaxie windhield wipers dont " Park "

My project car wipers don't "park" down in the correct location when turning the switch off. They stop ok , but do not return to the lower resting location as they should. The shop manual doesn't address this in the trouble shooting section. Anybody have some experience with this problem ?
