Is there any way to save the power brake booster if brake fluid is leaking past the control valve and into the vacuum control valve housing? I have all new seals and the are facing the right way.

You mean the slave cylinder is leaking into the vac booster chamber ?
Thats not supposed to happen. Need to rebuild the slave cylinder.
Clean out the fluid inside the booster housing thoroughly with solvent (it is corrosive to bare metal).
Not sure how the fluid would affect the rubber diaphragm in the vac booster. I would replace the diaphragm while you have it all apart to be on the safe side.

Do not use solvent on the booster! It will kill the rubber. Just plain water will wash off brake fluid better than anything. You can have the booster rebuilt at several booster rebuilders. Call H&R Auto in Dallas.
