'50 reversed license plate bracket?

Saw a '50 with the rear plate bracket upside down, which drops the plate a bit. Does anyone know if this was a "thing" maybe to make the car appear lower?

Could be, like tail draggers and raising the back of the car real high, a fad of the day?. I miss my ‘50 drove it for about 3 years 1964-1967. Joe post some pictures of your car mine was an early ‘50 custom Tudor in a sea foam greenish color.

It flashed me back to the car club plaques hanging off the bumper from yesteryear. No one would do this by accident and leave it for 12 years, right? But, one never knows. I will post some pics. Here's one of the lowered tag.
