46 brake backing plates ebrake hardware

This is my first experience with 46/48 backing plates. On 40/42 plates there is a double bracket to hold the shoe and ebrake lever down. Is there supposed to be one on on 46/48?

The 46-48 does not use the large double clip as the earlier brakes had. The E-brake lever anchor pin is supposed to have a spring washer and a flat washer. I do not know where to get either (I could not find them at a supplier), I had to make some from a washer and a generic spring washer by increasing the hole with a Dremel tool. Their dimensions are listed in the Chassis parts book (green book).
