'41 Pickup Tailgate Hinges

I'd like to know from others if what I'm seeing on my pickup is common. The tailgate hinge mount bolts are trapped because I'm guessing there are tube spacers inside the rear stake pocket that are rusted and keeping them from coming out. My other question is: Are your hinges welded to the stake pocket on the tab between the bolts like mine are?

My wife's 41 the hinges were gone but had straps bolted to stake pocket. When I redid the bed everything bolted up.
