‘38 V8-60 oil pan

I had a look around the Barn forum and would like an experienced hand’s input. My oil pan’s lower bell has an oblong hole in it under the starter gear. I assume someone had an issue and this was the most expedient solution. Any thoughts about why and whether I should fill it?

Can not see the oblong hole in question. I do see the round hole on the bottom of the cover for the large cotter pin that keeps the hole open so any oil can drip out.

Terry, it is the blue oval between the drip hole and the starter mount. Thanks Deuce, I'll fill it.

It looks like a convenient way to turn the engine with a screwdriver.
