What about the other three holes???

In the attached photo of the floorboard on my 40 tonner two of those holes are used to insert rubber bumpers which stop the brake and clutch pedals from hitting the floorboards. I think that may be the same with your 38. I'm not sure where the 3rd hole that you are making reference to in your photo is located.
