38 Deluxe steering column

Hi, Reassembling my 38 Deluxe steering column and see that the tube has 2 holes / slots for the ignition lock, one being larger than the other .
Does the larger one go upwards towards the dash to receive the lock plunger ??
Didn't notice / can't remember when dismantling many moons ago !!! Thanks

The larger hole is for the lock bolt and the smaller for the pinch bolt to pass by the column without interference.
