36 spare tire cover lock

Can anyone tell me what the metal cone is there for in a 36 spare wheel cover?
When I put the lock assembly through it and use a new Carpenters rubber ring I cannot get it to lock.
If I take the rubber ring and the cone out it locks without a problem.
The "cone" doesn't appear to be needed.
Which side of the cone does the spring go, the key side or the circlip side??

I have found the problem.
It looks like the car has had a hit in the rear a long time ago which distorted the spare wheel carrier just enough to to stop the lock going in far enough to lock in position.
A quick go under my press fixed it and it now locks like it should.
