the key lock serves two purposes; when locked it locks the steering, also the ignition switch. The ignition switch is the toggle switch next to the keylock. the two wires coming from the backside ;one is from the battery, the other goes to the ignition coil. So, when the key is inserted into the lock and turned, it unlocks the steering and also you can then operate the toggle switch to turn on the ignition.
