Need a steering shaft with good taper, key way, and threads to cut off.
Worm gear can be bad.
 
Many of these early Ford steering shafts are the same except for location of locking collar (that can be changed), some have a hole in center while some do not, and overall length. So you may have more than just the years of '36-'37 to select from. It also may depend on what you plan to do with the part you cut off.

I have a f-1 steering for my av-8 coupe. It has splines and no taper
I would like to adapt a early ford wheel with the taper
And key
I would splice to the correct length after 32 dash is installed
Are 32 to 48 all tapered? I believe the shafts are all the same diameter.
