34 Ford Light Switch too High on Steering Wheel

I'm hoping someone out there can help me figure out why there is too large a gap between my light switch and steering wheel? The gap is about 1/4 inch. I've disconnected the lower light switch from the steering column and I'm wondering if the little "C" keeper is riding to low on the shaft. The "C" keeper fits on the very end just barely keeping the fork that twists the with the light switch.

When I unclip the light/horn metal junction box at the bottom of the steering box, the upper horn ring sits flat on the steering wheel. Could the "C" be mounted too low on the rod?
