Probably because the person at the DMV didn't know about the section of the California Vehicle code that allows pre 1936 commercial vehicles to be registered as passenger vehicles and not pay the weight fee.

Thanks for the reply. The reason for the weight question is I want to hall one from another state to my home in Pa. and I was was wondering what vehicle to use to hall it home.
 
I went to Auto club to reistered the pickup and they told me to weight it. It has passinger car plates
