Will a 289 flex plate interchange with a 302. In other words are the 289 and 302 flex plates the same?

if flexplate is a 28 oz yes! ford made 28oz prior around1985 before all sames

The 302 aka 5.0 went to a 50 oz balance in 1980,1979 and earlier are 28 oz balance factor the 351W stayed 28 oz.What transmission will you be using?

Does the 157 tooth vs the 164 tooth come into play with an automatic?

Early C4's with the small bellhousing were most likely to use a 157 tooth flexplate the larger later model C4 and AOD would use the 164 tooth.You may want to use this as a guide in selecting what you need.http://www.kmjent.com/cart/flexplates/ Fords are a little more complex than Chevys when it comes to flexplate and converter interchanging.
