28-31 Rumble lid question

What are the differences between 28-29 and 30-31 rumble lids? I see vendorsselling the same skin for both but not same complete lids.

I believe the change was made because on the early lids, if the latch was in the closed position (handle turned) when the lid was closed, the latch would strike the body panel and ruin the paint finish. On the later lids, if the latch was already closed when the lid was closed, it would strike the rain gutter, not the body panel
