The 28-29 bumper brackets...is this a "normal" kink between the
major bends, or should it be dead flat? Rusty's photo of Hunter's
Fine Point car.

The wavy portion forward of the bumper bars is very common. It was part of the forming process. However, the slight curve where the two bolts secure the bumperette to the bumper arm is damage that should be repaired during the restoration process.

Doug hit it precisely. Something worth mentioning is when you straighten the bend located at the center cross brace bolt you will note that the area of the subtle "S" curve or wave (as I call it for emphasis) will then angle toward the rear which is also normal. It should NOT be even close to a straight line with the bracket on the opposite side of the car. The angle of the bend is probably about 100 degrees.
