1966 Ford LTD - Starter Problems - Help

Hello. I own a 1966 Ford LTD with a 390 engine. I can not get the car to start when turning the key. I removed the starter and took it to Advanced Auto to have it tested and they said it was fine. Is there a way I can test the starter on my own with it still Uninstalled? I also tried 3 different Solenoids before removing the starter. Is there a way to test the Solenoid uninstalled?
 
Have you tried shorting across the heavy terminals on the solenoid with everything installed in the engine bay. If the starter tuns it would suggest the solenoid or wiring is faulty.
Does the solenoid click when you try to start with the key.
It is not uncommon for solenoid so to fail.
 
Hey again. Yes I tried using a Screwdriver on the terminals of the solenoid and it did nothing at all. The solenoid does not click then I turn the key.
