1961 Comet 144 valve adjustment

Anyone have the specs for adjustment, and are these solid lifters?
Reason I ask is I just picked up a Comet that's been sitting since 1972, valves seem pretty loose to me, I'm sure they would be adjusted cold, I have not been able to start this engine yet( carb rebuild, new gas tank, fuel pump rebuild, water pump, etc. etc.
But while I have the valve cover off I want to adjust it.

144's and 170's were solid lifters, the original specs call for .016, hot, both intake and exhaust. If you set them cold, allow an extra .001 to .0015
