1951 Ford master cylinder replacement

On standard transmission cars, I'm told the inner fender panel needs to be removed to access the clutch pedal/shaft when replacing the master cylinder. My 1951 has a Fordomatic, so my question is: do I need to remove the inner fender panel to replace the master cylinder. Thanks

I doubt it. Here's a pic of the clutch bolt and shaft behind the panel. Another showing the brake pedal is completely independent of the clutch shaft. Car, my '50 standard shift. Note: I did have a clearance issue, brake pedal to new M/C, solved with a hacksaw and trim on the housing. See photo.
