I re-furbish '39 handles when they are in good shape. Almost impossible to remove the stainless skin and replace without splitting and tearing. The back assembly can be removed and replaced to repair the lock cover and service the inner guts and remove a good serviceable cylinder by cutting a new key to code. Then tapping new holes where spot welds have been drilled out and using new screws to re-assemble. Tedious, but doable. In fact the picture above is one of my re-furbished handles as it was pictured on E-Bay.
