1936 Ford Sedan spare tire case lock

This lock is underneath the spare tire case hubcap. I have an ignition and door key that will fit but won't open the lock. Which key is it, and any suggestions as to making it work. I have used lock oil but no luck.

The spare tire lock, trunk/rumble handle lock and the glove box lock should be keyed together. Ignition and door lock are separate keyed locks together.
You will need to get the number on the spare tire lock to get a new key made.
