1932 California Plates

Can anybody tell me what, if anything, the numbers mean on these plates? Do they designate a county perhaps?

They vary state to state. Probably represents the type/weight of the vehicle. CA DOT could probably tell you. Or some tag collectors club.
 
They have no meaning. They were issued in alphabetical and numerical order. 1A---,2A---, 1B---,2B---, etc. I believe the numbers after the letter started at 100 and went to 9999. I have never seen a 32 plate that had more than 4 numbers after the letter.
