I believe that that piece of wood goes in the seat riser, under the seat spring, it divides the seat riser from left to right.

Thank you sir. I managed to pulled out the original seat riser from the parts pile and found that helpful for placement of the board. Even as badly rusted out as it is. The replacement seat riser does not have all the holes or bends in it. Thanks again.

Does the board sit flush on the floor pan?

yes 28-29 was off the floor my 30-31 in on the floor see right bottom picture for description.
