Just went thru the process. Had a funky motor # listed as the Vin on a 1956 registration and no title, the fella that owned it passed away and we could not find any current paperwork......Start with DMV, they will require that you have the vin verified (they provide the form). The Vin should be between the #1 and #2 body bolts on the top of the drivers side frame if it has not rusted away. CHP, AAA, or maybe DMV can verify the number for you. CHP in our area makes house calls. CHP can assign a VIN if you cannot find one......I found my Vin and had them put a Vin tag under my dash rail on the body for future reference. Not original but it's invisable when the dash is installed.
DMV will require you to do a statement of facts regarding the aquisition. They at lease in my cases have not required me to try and track down any of the previous owners past the folks I had bought the car from. Once completed the request goes to DMV Sac to run the numbers against registered vehciles to verify that it is not already in use. Once clear (it took mine almost 3 months to come back) they will issue your registration.
Long, but relatively painless. The ticket will be to find a Vin # on the frame.

you can go through the above process to save some money or have a registration service verify the vin ....about $150. in calif...and tell them you want a non-op until you get it running....or you can make an appt with chp or any peace offficer the dmv will accept....I used a local PD recently and it went through with flying colors! good luck gump

I know in Oregon-I know diferent state-they used the engine number as they did not want to take the body off the frame. So if the number is gone maybe they can use the engine seriel number?
