1928 Tudor rear bumper braces perches

I was looking for what the height on the rear bumper braces perches are I have 2 7/8" from the top to the center of the rivet on the perch but I'm 7/8" short from bolting to the body.
 
Parts catalog (Bratton's) lists them at 3 inches tall. No indication where measurements were taken. However, the 28/29 Tudor use the shortest of the 3 brackets(3", 4 1/2", 5") listed.
 
Are the front ends of the braces attached to the frame properly? (The brackets on the front end should be bolted underneath the top lip of the frame rail).
 
Are the bumper arms unmolested? Do the posts align with the holes in the body (as opposed to being a couple inches off)? If your answer is yes to both then I'd bet Randy hit the right question and solution.
 
I think randy hit this on the nose I do think they are mounted on the top of the frame I need to look
