Just purchased this car and the glass in the driver's door has come off the regulator. How do I get it back on - in or out of the door?

Working on a 1963 Galaxie. The steering is rough/uneasy off of dead center. Have had the control valve rebuilt and a new power cylinder installed but still having the same issue. Any help would be appreciated. Thanks.

Thank you! I've run a jumper wire from the relay power to the horn and it works. I've also tried a jumper wire from the horn side to the horn with nothing. I have sparks at the steering wheel and at the relay marked "S". I haven't pulled the wire out of the steering column but it looks good on...
